The range runs from −80% to +80% on each control, which is wide enough for genuine correction without reaching the point where the image falls apart.

Brightness works on the values that are actually recorded. Where a highlight is fully blown — pure white across a whole region — there is no detail underneath to bring back; darkening simply turns white into grey. The same applies to shadows that were recorded as pure black.
This is why heavy correction often looks worse than mild correction. Pushing brightness to +80 on a very dark photo lifts the noise along with everything else, producing a grainy, washed image. Two moderate passes usually beat one extreme one, and if the original is genuinely unrecoverable, no adjustment will fix it.
